One thing I am not sure about is that if I update the tool a little, all tools are rebuilt and all gendata files are regenerated. Is this expected?

Should blacklisted.certs.pem also move into the make tree? I think
there has been an effort to put "data files" that are used for
generating something in the build into the make tree. Someone from
the build will probably should comment on this to make sure that we
are consistent.<br>

On touch the tool then does this happen for other tools too? I
assume it does, in which case you could submit a build bug to
improve this.<br>
