Proposal to add Tomas Hurka as a member of the Serviceability Group

Voting for Tomas Hurka ended July 4.  Voting in favor were:

    Alan Bateman
    Mandy Chung
    Kelly O'Hair
    Tim Bell
    Daniel Daugherty
    Serguei Spitsyn
    Swamy Venkataramanappa
    Robert Field

There were no nay votes, and there were more than the required three yay 
votes, so Tomas Hurka is now a member of the Serviceability Group.
