consolidating hotspot-svc into hotspot-rt

Greetings,

Back around Christmas of *2008*, the OpenJDK7 Serviceability
HotSpot Repository was merged with the OpenJDK7 Runtime HotSpot
Repository. However, it has been pointed out that while this
was discussed for about two months internally to Sun, we didn't
post an e-mail on the OpenJDK7 aliases letting folks know that
this was happening. My apologies for the oversight.

Specifically, the following forest:

     http://hg.openjdk.java.net/jdk7/hotspot-svc

has been retired or mothballed. Any approved Serviceability
related changes should be pushed to:

    http://hg.openjdk.java.net/jdk7/hotspot-rt

Mark, can you make the hotspot-svc forest read-only and do
whatever else is necessary for its retirement? Thanks!
