Review request: 7037081: "Remove com.sun.tracing from NON_CORE_PKGS"

  Kelly, this has a makefile change.  Please review.

There is no need to generate javadoc for com.sun.tracing API.  So this 
fix removes it from NON_CORE_PKGS.gmk.  Also the tests are updated to 
use a compiler flag so that it can use the proprietary API for testing 
purpose.
