[PATCH] bug fix for 6959636 testcase failing on windows javax/management/loading/LibraryLoader/LibraryLoaderTest.java

I'm not sure about this as the test just says the test fails when run in 
jtreg -samevm mode. maybe the bug submitter just execute the test using 
jtreg command directly. or maybe as you said, this bug is filed before 
the Makefile changed.
