RFR(M) JDK-8042397: tmtools/jmap/heap_config/jmap_heap_config_OldSize fails

Hi Everybody,

The test is ported from VM testbase to JTREG, added separate class
intended to provide standard framework for launching slave application.

Part of this fix will be moved to testlibrary after it bakes for some
time as a part of the single test.


JMapHeapConfigTest.java - JMap test

LingeredApp.java - framework it self.

LingeredAppTest.java - simple unit test for the framework
