RFR: backport 8030628: Update java/lang/management/MemoryMXBean tests to ignore GC setting by jtreg

Hi Mandy,
Could you please submit these backports from jdk9 to jdk8u?
Both patches are unchanged from jdk9.
I have set the same contributors and reviewers as in jdk9.

The patches should be imported to: 
http://hg.openjdk.java.net/jdk8u/jdk8u-dev/jdk

Patch 8029346 must be imported before 8030638.

Thumbs up.   AFAIK, as the patch is imported without change, the 
backport doesn't need to be re-reviewed.
