RFR(XS): JDK-8059131 sawindbg.dll is not compiled with /SAFESEH

Hi Everybody,

Please review an one-line fix.

Make variable $(SAFESEH_FLAG) is never set and is not used outside of
this line, so replaced with /SAFESEH link option.
