RFR: 8079360 AttachProviderImpl could not be instantiated

This is another library that needs to be compiled with -DPSAPI_VERSION=1 due to the recent Windows compiler upgrade.

I have also fixed a better error message that prints the underlaying exception if something like this happens again.
