RFR: JDK-8152435: (CL)HSDB should be started with no argument

Yasumasa,

SAGetoptException should be internal for SAGetopt.

So please use DebuggerException in SALauncher.

PS: Besides that the changes looks OK for me and  I'll sponsor the push.
