RFR 8147987: Remove sun/management/jmxremote/bootstrap/JMXInterfaceBindingTest.java from problemList

This change removes 
sun/management/jmxremote/bootstrap/JMXInterfaceBindingTest.java from the 
ProblemList.txt.

The fix for the issue which caused this test to be placed on the problem 
list (JDK-8146015) has reached jdk9/dev 
(http://hg.openjdk.java.net/jdk9/dev/jdk/rev/e761ecc8f538?revcount=480) 
and therefore the test can be re-enabled.
