Proposal: ModuleReferenceImpl.c to use ReleaseStringUTFChars not jvmtiDeallocate

Hi Steve,

There are three development repos for jdk10: client, hs (hotspot) and jdk10.
Where changes are submitted depends on the focus of the change.
This goes along with the mailing lists it was discussed on.

E.g. if you change in the gc, you get reviews on the hotspot-gc-dev
mailing list and the change is submitted to the hs repository.
This holds for hotspot-runtime-dev, hotspot-compiler-dev and
hotspot-dev.
Changes in awt / printing / sound go to client as far as I know.
Core-libs for example goes to jdk10.
I don't think there is any documentation that explicitly states
how changes are mapped to the components, mailing lists
and repos. I think it has to do with former organizational
structures at Oracle.

In jdk9 development, the transport used to be on a weekly basis, except
if testing failed. In the jdk10 project no fixed schedule is followed yet.
jdk10->hs is done on a weekly basis, hs->jdk10 has only been
done once so far.

I hope this helps some.

Best regards,
  Goetz.
