RFR: JDK-8187289: NotifyFramePop request is not cleared if JVMTI_EVENT_FRAME_POP is disabled

Hi,

I looked over the changes and also my comments from when I reviewed for 
Serguei, and everything looks fine. I assume testing has been done on 
solaris and there was no need for the -lc there.
