RFR: CSR: 8224601: Provide VM.events diagnostic command

Hi all,

could I please have opinions and a reviewer for the following CSR:

https://bugs.openjdk.java.net/browse/JDK-8224601

which aims to add a dedicated "VM.events" command to jcmd to print out
event logs.
