There's no requirement to have the CSR in place before the PR goes out. 
There are advantages to either order. If you wrap up CSR details first, 
then you can work towards an implementation that you know won't run into 
later CSR roadblocks, but then the PR implementation might run into 
objections that require interface changes to resolve (and therefore CSR 
changes). On the other hand, getting the PR out first can lead to 
discussions that will then shape the CSR (and possibly adjustments to 
the PR also).
