RFR: 8341588: Remove CollectionUsageThreshold.java from ProblemList-Xcomp for debugging

JDK-8318668 was not reproducible in repeated runs. Hence, I am pulling it out of problem listing. Additionally I have increased logging so that it is easier to debug when the issue happens again.
