RFR: 8339112: Move JVM Klass flags out of AccessFlags [v6]

Coleen Phillimore has updated the pull request incrementally with two additional commits since the last revision:

 - Remove unused function declaration.
 - Add parameters and rename generate_klass_flags_guard.
