Although it's up to the riskv64 maintainers to decide if this should be problem listed or not on riskv64, in general we don't problem list intermittent failures unless they've become too noisy. Although there are no fixed guidelines on when to problem list an intermittent failure, my suggestion would be not to problem list unless it pops up at least every couple of weeks or so with CI testing and there are no plans to fix soon. If it is only showing up in your personal testing and others are not seeing it fail, I would not problem list.
