You may (re-)use every German verb as a noun: [Substantivierung](https://de.wikipedia.org/wiki/Substantivierung)

Nein. Sounds too disrupted/distorted in my ears. If you really want to make it longer, it could read like:

_Hilfsteilstriche, an denen der Schieberegler einrastet und denen Beschriftungen angebracht werden können_
