CFV: New Shenandoah Committer: Roland Westrelin

I hereby nominate Roland Westrelin to Shenandoah Committer.

Roland is a long time Hotspot developer, with plenty of experience in
C2 work. He already proposed two important and substantial
contributions to Shenandoah:

I would like him to be able to commit and push those changes (and any
future changes) himself.
