CFV: New Shenandoah Committer: Aleksey Shipilev

I hereby nominate Aleksey Shipilev to Shenandoah Committer.

Roland is a long time JDK developer, with plenty of experience in
performance and concurrency work.

He posted some performance analysis, and proposed a couple of changes,
and I would like him to be able to commit and push those changes (and
any future changes) himself.

Votes are due by Oct, 3rd, 2016.

Only current Shenandoah Committers [1] are eligible to vote
on this nomination.  Votes must be cast in the open by replying
