RFR: Make {T,GC}LAB statistics unconditional

Hi,

I think it makes sense to make {T,GC}LAB region statistics unconditionally
enabled. This would help to get more data in hs_err log, for example. Fix:

Checked this does not regress performance with -UseTLAB
