RFR [11u, 8u backport] Simplify Shenandoah task termination in aborted paths

Can we hold back *any* pushes to sh/jdk8u at this point? We want to wait
until current batch is pushed to aarch64/jdk8u-sh and then wipe our
sh/jdk8u and re-init from aarch64/jdk8u-sh. WDYT?
