This backports recent performance-critical bugfixes to sh/jdk10:

 [backport] Shenandoah region/set iterators should not allow copying
 [backport] Set ShenandoahMinFreeThreshold default to 10%

Testing: hotspot_gc_shenandoah {fastdebug|release}
