RFC/RFR: Pick up jdk-11.0.3+7 to sh/jdk11

Upstream^W We have pushed the jdk-11.0.3+7 tag upstream to jdk-updates/jdk11u. Let's pick it up to
sh/jdk11. The merge is trivial, and includes all outstanding patches that landed in recently
released 11u.

  Some explanation here: we have Shenandoah patches pushed after +6, which did not end up in +7
RPMs. Therefore, we merge +7 from +6, and then merge outstanding Shenandoah head with +7. This would
match the tags with what was actually shipped.
