RFC: Pick up 11.0.4+2 to sh/jdk11

Upstream tag 11.0.4+2 is now available:
  http://hg.openjdk.java.net/jdk-updates/jdk11u/rev/3b9194001c2e

This includes all outstanding work in 11u updates project over the last several months. Let's pick
that up to sh/jdk11 for early testing. After we pull this huge thing, the other updates should be
smaller and incremental. As usual, the plan is to push this merge to sh/jdk11, run it through our
nightlies, and then tag it shenandoah-jdk-11.0.4+2.

Surprisingly, nothing is affected in GC code to require any conflict resolution.
