CFV: New Shenandoah Committer: William Kemper

I hereby nominate William Kemper to Shenandoah Committer.

William is an engineer in Amazon's Corretto team and is working on 
Generational Shenandoah. He has already contributed several very 
significant changes to Shenandoah as part of that work. See here for a
