The command integrate can only be used in open pull requests.

Hi,

After I used /integrate on the above pull request, the openjdk bot
repeatedly posted "The command integrate can only be used in open pull
requests" every few minutes (10 times as of writing). It _seems_ to have
stopped after I deleted the branch in my local fork but that may have
been a coincidence.
