/test does not seem to do anything

Hi all,

I posted two PRs in the last days:

In both cases I requested tests using the /test PR command. I tried:
"/test" (no args)
"/test tier1"

and on the JEP387 one I tried, rather optimistically

"/test tier1, tier2, tier3, tier4, tier5, tier6, tier7, tier8"

Both PRs got the "test-request" tag but as far as I can observe no tests
did run.

Did I do something wrong? Or is this feature not yet active, or not
active for outside contributors?
