RFR: Initial version of SyncLabelBot [v2]

> Initial implementation of a bot that handles the hgupdate-sync label. Initially it will only log its intended actions, so we can verify it while still running the old implementation in parallel.

Robin Westberg has updated the pull request with a new target base due to a merge or a rebase. The incremental webrev excludes the unrelated changes brought in by the merge/rebase.
