There's a manual registration step (at Oracle end) that needs to be 
done. If you create the PR it will then give you additional instructions.

The PR will trigger the review process, but you can also discuss prior 
to the PR if desired.

The PR title must match the JBS issue title (you won't be able to 
integrate if this is not the case).
