Re-opened PR and OCA checks

Hi,

There is a PR for JCStress, where the contributor does not have good OCA yet. Bots rightfully put 
"oca" label on the issue. Then the contributor closed the issue, bot removed the label. Then 
contributor re-opened the issue. The bot did not add the "oca" label back? The bot had not acted for 
half an hour, maybe it is stuck?
