git pr create command no longer working?

Hi Roland,

Thanks for reporting the bug.

The SKARA pre-submit tests [1] fail too.
It is caused by the recent domain change of the JBS (from `
bugs.openjdk.java.net` to `bugs.openjdk.org`).
The related issue[2] was created.
