CFV: New Skara Committer: Guoxiong Li

I hereby nominate Guoxiong Li to Skara Committer.

Guoxiong has contributed multiple patches to the Skara project. He has 
been a prolific contributor at a time when other resources to Skara has 
been scarce, and has shown a high level of commitment to finishing the 
patches and upholding good code quality.

Votes are due by May 18.

Only current Skara Committers [1] are eligible to vote
on this nomination.  Votes must be cast in the open by replying
to this mailing list.
