Sorry for a late update, I was out last week, but I realized that I had missed the case where we should allow branches to be explicitly configured _and_ tags to be included. This is fixed in the most recent commit [50ba64c](https://github.com/openjdk/skara/pull/1493/commits/50ba64c576be719d9752d56995235d78394a348e).
