Prevent Mails from Draft-state PRs?

Hi,

would it be possible to prevent sending ML mails for PRs in draft state?

ATM, if the PR is created in Draft state, no mail is sent. But if it had
been published and then converted back to Draft, mails are continued to be
sent. Was that intentional?

At least for me, sometimes my workflow requires a PR to go back to draft if
I want to work on it without bothering reviewers. I would prefer to not
flood the MLs with change mails then.
