Backports of Linux/RISC-V to jdk11u and jdk17u

Hello,

I'm looking at what it would take to backport the Linux/RISC-V port to
jdk11u and jdk17u (and maybe jdk8u). AFAIU, we would need to create the
`openjdk/riscv-port-jdk11u` and `openjdk/riscv-port-jdk17u` repositories,
similarly to `openjdk/lilliput-jdk17u` or `openjdk/aarch32-port-jdk8u`.

What would then be the process to create these `openjdk/riscv-port-jdk11u`
and `openjdk/riscv-port-jdk17u` repositories? (And to be clear, this isn't
a request to create these repos, it's only a request for information.)
