SKARA creates a backport issue unexpectedly

Hi all,

The `Fix Version` of the JDK-8288619 [1] was incorrectly set to 22.
It should be 21 actually. Then when its patch [3] was integrated,
the SKARA created a backport issue [2] with `Fix Version` as 21.

This problem only occurs about two weeks before the Rampdown Phase One [4].
Is it intentional? Or a bug?
