CFV: New Skara Reviewer: Zhao Song

I hereby nominate Zhao Song to Skara Reviewer.

Zhao is a member of the infrastructure team at Oracle and has been hard 
at work improving Skara. He has so far contributed 81 changes to the 
Skara project [3], covering multiple areas and aspects of the tools.
