CFV: New Skara Committer: Pavel Rappo

I hereby nominate Pavel Rappo [0] to Skara Committer.

Pavel is a member of the Langtools team at Oracle, and has contributed 
11 commits to Skara [1], including a recent enhancement to not require 
re-review of clean merges. Pavel has demonstrated a good understanding 
of the Skara code base and is an expert in the git VCS. Pavel is a JDK 
Project Reviewer and is also an OpenJDK Group Member.
