I wasn't proposing to problem list the test, but that is a possible 
approach too.

If the test is labeled as "@key intermittent", that is following the 
tiered testing policy:

     "Proposed new policies for JDK 9 regression tests: tiered testing, 
intermittent failures, and randomness,"
