<Swing Dev> Would like to be able to set Tooltip manager

I thought tooltip manager, being a singleton would have a way to be
set, but apparently not.

I want this to be able to change all tooltips to multi-line, without
subclassing every component.
I'm sure laf like substance could do good use of this too. If you
prefer not to expose the method i guess
a property or ServiceLoader is fine for laf authors.
