<Swing Dev> Would like to be able to set Tooltip manager

I think this should be supported in the core, and not in the
specific third-party look-and-feel. Multiline tooltips are a common
feature in modern applications, and Swing should support this.

On second thought since i already have to subclass if i simply want to
use setTooltipText, maybe for laf just setting a property for
percentage maximumSize would be enough.

And that is covered by ToolTipUI so maybe this won't be needed. I
opened a rfe at substance instead.
