<Swing Dev> CFV: New Swing group Lead: Pavel Porvatov

Hi, Swing group,

as many of you know, Alexander Potochkin, who has been a Swing group 
Lead for last several years, has moved to another position at Oracle. 
Although he is still involved to Swing development (thanks, Alex!), 
being a group Lead is a full-time activity [1], so...

... I nominate Pavel Porvatov (OpenJDK user name: rupashka) to Swing 
group Lead. Pavel is a Swing engineer at Oracle. He is very active on 
the Swing alias, reviewing others' fixes and answering tough questions - 
you all should have seen many of Pavel's emails.

Votes are due by Jun 22, 2012. Only current Swing group members are 
eligible to vote on this nomination. As soon as the voting is complete, 
it will be sent to the Governing Board for final ratification.
