There is the definition of the JDK 1.5 tags:

The {@literal} tag denotes literal text. The enclosed text is
interpreted as not containing HTML markup or nested javadoc tags. For
example, the doc comment text: {@literal a<B>c}
displays in the generated HTML page unchanged: a<B>c -- that is,
the <B> is not interpreted as bold.
The {@code} tag formats literal text in the code font. It is
equivalent to <code>{@literal}</code>.
JOptionPane.java
- * centered on the screen (depending on the L&F).
+ * centered on the screen (depending on the {@code L&F}).
It seems that it is better to use the literal tag here.
RowFilter.java
- * columns are < 0.
+ * columns are < 0.
The literal tag can be used here also.
