<Swing Dev> JDK9 Review Request for 8067660: JFileChooser create new folder fails silently

Hello Alexandr,

This issue is reproducible only on windows. On Linux and MAC "Create new Folder" icon is disabled if user is not having write access to folder.
On windows the File API File.canWrite always return true if file is a directory. As a result the create new folder icon is not disabled on windows.

   I have only a comment about the test. It is defined only for Windows. 
Is it possible that the requested folder can't be created for example on Linux?
