Hi,

jdk8 tzdb has been updated to tzdb2012i.

The webrev below is to update the build.xml and the corresponding test case.

It might be idea to not hard-code the version string in build.xml (grep 
the version
string from the tzdb data file), but it probably need "exec" task to 
either grep/sed
the file, but I'm not sure this works on Windows if you don't have 
grep/sed env
configured/installed. So I leave it hardcoded.
