[threeten-dev] Some duplicated tests in tck/format

It appears 3 of the tests in tck/format are mistakenly/duplicated put 
into the
tck category. They exist in the format directory of the unit test. They 
should
be removed. The TCKSimpleDateTimeTextProvider.java can be easily updated
to just use the existing public API (we were talking about the 
possibility of
completely remove the provider interface the other day, but that is a 
separate
issue).
