[threeten-dev] repackage the tests

Hope this is the last changeset for those tests for now.

The change is to update the test packages to test.javax.time and 
tck.javax.time.

The webrev probably is not that interesting, it is the direct result of
the script

The tests now are run and passed with make/netbeans/threeten/build.xml and
the latest jtreg 4.1-nightly as well (jtreg -jdk:<jdk> javax/time)
