[threeten-dev] To remove tzdb.dat from CreateJars.gmk

One of the review feedback is to remove the tzdb.dat from the CreateJars.gmk,
since it's no longer a "jar" files. While we are still waiting for that "verifier" hotspot
fix to get the JSR310 into TL, I'm updating the repo with the changes for the
review comment.
